Dr. Victoria L. Burse is the Founder and President of ARC International Corporation and the ARC Workforce Innovation Institute, bringing over 30 years of experience in Information Technology, Leadership Development, Training, and Organizational growth. 

Victoria is a retired IT Manager from Georgia Institute of Technology, and holds a Ph.D. in Counseling, a Master’s in Organizational Leadership, and a Bachelor’s in Computer Science. She effortlessly blends technical expertise with human-centered leadership and has successfully designed and facilitated training programs for corporations, nonprofits, and higher education, including curriculum development and large-scale workforce initiatives. 

Recognized nationally for entrepreneurial excellence and as a published author, Dr. Burse is dedicated to equipping underserved youth and adults with the skills, credentials, and confidence to thrive in today’s rapidly evolving workforce.
